Can Ambulance Victoria take you to your preferred private hospital?

Explains that Ambulance Victoria membership does not cover transport to a chosen hospital merely because it is preferred or closer to family.

Ambulance Victoria (AV) membership does not cover transport to a preferred private hospital merely because you choose it or want to be closer to family. Under its rules, transport is only provided to the nearest medical facility as determined by AV; repatriation back to Victoria is excluded unless AV pre-authorises it and determines that the patient has a medical requirement to be treated in Victoria. AV says road transport costs approximately $1400 in metropolitan Victoria and over $2000 in rural areas, and someone without ambulance cover could have to pay the bill in full (checked 1 October 2026).

Why isn’t my preferred private hospital covered?

The destination rule does not depend on whether you prefer a public or private hospital. A hospital you select is a facility of choice, and preference alone does not create membership cover.

DestinationMembership position
Nearest medical facility determined by AVTransport may be provided, subject to the membership terms
A hospital chosen because it is your preferred facilityNot covered merely because you chose it
A hospital or location closer to familyNot covered
A location closer to your preferred doctorNot covered

If you need non-emergency patient transport, AV applies a narrower test: it must be medically necessary, require active medical monitoring, and be to the nearest, most appropriate medical facility.

What does Ambulance Victoria membership actually cover?

Membership protects against specified emergency ambulance costs within Australia. Its coverage and exclusions can be summarised as follows:

Service or situationMembership position
Emergency treatment and transport within AustraliaCovered, subject to the membership terms
Emergency treatment when transport is not requiredCovered
Emergency road transportCovered
Emergency air transportCovered
Third-party air transportNot covered
Medically necessary non-emergency transportCovered only when active medical monitoring is required and the destination is the nearest, most appropriate medical facility
Transport to a chosen facility, family location or preferred doctorNot covered
Services for which a third party is responsible for paymentNot covered
Services from non-state registered ambulance providersNot covered, including Search and Rescue, Fire and Police services

These rules form part of the Membership Scheme Business Rules, which contain the full terms and conditions.

Does membership guarantee an ambulance or faster treatment?

No. Membership does not automatically cause an ambulance to be sent, and it does not give you higher priority when you call Triple Zero (000).

It also does not provide special or priority treatment. Your destination and the availability of an ambulance should not be assumed from your membership status.

When is repatriation back to Victoria covered?

Repatriation is excluded by default. Both of these requirements must be met:

  • AV must pre-authorise the repatriation.
  • AV must determine that the patient has a medical requirement to be treated in Victoria.

Pre-authorisation by itself is not enough. Travelling back to Victoria because it is home, or because family is there, does not satisfy the stated medical-requirement test.

What does membership cost, and when does cover start?

AV lists the following membership fees:

Membership typePaid quarterlyPaid annually
Single membership$14.12$56.47
Family membership$28.24$112.95

Pensioner Concession and Health Care cardholders may qualify for free ambulance cover in certain circumstances.

New membership cover commences at 5pm on the day after AV receives the membership fee, but waiting periods still apply. Treatment and transport performed during the applicable waiting period are excluded. Members can use the Member Portal to confirm their membership status.

What should you check before relying on cover?

  • Read AV’s Membership Scheme Business Rules and confirm that your membership is active and past any applicable waiting period.
  • Check your private health insurer’s policy. Private health insurance providers set their own ambulance-cover terms and may not cover everything.
  • If you need transport to a facility that is not the nearest appropriate facility, ask AV whether the proposed transport meets its destination and coverage rules rather than assuming it is covered.
  • Check your policy documents and the Department of Home Affairs information relevant to your visa.

This is general information, not a substitute for your policy documents or advice about your visa conditions.

FAQ

Can I choose a preferred private hospital with Ambulance Victoria membership?

A preference alone does not qualify. Membership transport is only provided to the nearest medical facility as determined by AV.

Does membership cover transport to a hospital closer to my family?

No. Membership excludes transport to a chosen facility or location that is closer to family or a preferred doctor.

Does membership cover repatriation back to Victoria?

Only if AV pre-authorises the repatriation and determines that the patient has a medical requirement to be treated in Victoria.

Does Ambulance Victoria membership guarantee an ambulance or priority?

No. Membership does not automatically dispatch an ambulance, provide higher priority for Triple Zero calls, or give special or priority treatment.

Does OSHC cover the same ambulance transport?

Do not assume so. Private health insurers set their own ambulance-cover terms, and their cover may not include every service or destination described here.
