Ambulance Victoria cover starts at 5pm the day after payment—what does that mean?
Explains that new Ambulance Victoria membership cover commences at 5pm on the day after the fee is received and why the waiting period may delay covered services.
New Ambulance Victoria membership cover commences at 5pm on the day after Ambulance Victoria receives your membership fee. That is the membership commencement time, not an immediate-service guarantee: treatment and transport performed during the associated waiting period are excluded. Membership commencement and the earliest covered-service time are therefore not necessarily the same; this information was checked 1 October 2026.
What does the 5pm start time actually mean?
Ambulance Victoria’s wording makes the receipt of your membership fee the timing trigger. Cover is also subject to waiting periods, so an ambulance event after the membership commencement time could still be excluded if it happens during the associated waiting period.
The 5pm rule alone therefore does not establish the exact time when a particular service becomes covered. Membership is subject to the Membership Scheme Business Rules, which contain the full terms and conditions; check the current rules for the applicable waiting period before relying on your membership.
What does Ambulance Victoria membership cover?
Ambulance Victoria describes its membership as protection against ambulance transport and paramedic care costs. Its stated coverage includes:
| Membership feature | Condition stated by Ambulance Victoria |
|---|---|
| Ambulance transport and paramedic care | Protection against the costs of ambulance transport and paramedic care |
| Emergency ambulance treatment and transport | Coverage within Australia, including treatment when transport is not required |
| Road and air transport | Included within the membership’s Australia-wide emergency ambulance protection |
| Non-emergency patient transport | Medically necessary transport to the nearest, most appropriate medical facility when active medical monitoring is required |
Ambulance Victoria says road transport costs approximately $1400 in the metropolitan area and over $2000 in rural areas. Ambulance services in Victoria are not free or covered by Medicare, and a person without ambulance cover could be left to pay the bill in full.
How much does membership cost?
The membership page lists these fees:
| Membership type | Cost when paid quarterly | Cost when paid annually |
|---|---|---|
| Single membership | $14.12 | $56.47 |
| Family membership | $28.24 | $112.95 |
All dependant children can be listed on a family membership, but special conditions apply to children aged 17 years or above. Pensioner Concession and Health Care cardholders may also be entitled to free ambulance cover under certain circumstances.
What is not covered?
Ambulance Victoria identifies several important exclusions and limits:
- Waiting period: Treatment and transport performed during the associated waiting period are not included.
- Transport destination: Transport is provided only to the nearest medical facility as determined by Ambulance Victoria.
- Chosen facility: Transport to a facility or location of choice to be closer to family or a preferred doctor is not covered.
- Repatriation to Victoria: This is excluded unless Ambulance Victoria pre-authorises it and determines that the patient has a medical requirement to be treated in Victoria.
- Third-party responsibility: Services for which a third party is responsible for payment are not covered.
- Non-state registered providers: Services from providers such as Search and Rescue, Fire, Police and third-party air transport are not covered.
Membership also does not guarantee that an ambulance will be sent automatically. It does not provide special or priority treatment, nor does it give a higher priority when Triple Zero is called.
Is this the same as ambulance cover in my OSHC policy?
Not necessarily. The 5pm commencement rule stated here applies to a new Ambulance Victoria membership and should not be assumed to apply to an overseas student health cover policy.
Private health insurance providers set their own ambulance-cover terms and conditions and may not cover everything. This article describes Ambulance Victoria’s own membership only. Check your insurer’s policy documents for its ambulance benefits, exclusions and waiting periods, and check the Australian Department of Home Affairs page relevant to your visa.
