Queensland resident ambulance invoice interstate: what proof of residence works?
Explains which documents the Queensland Ambulance Service accepts as proof of Queensland residency for interstate ambulance invoices, including extra evidence for children and dependents.
Queensland residents can use one listed document to prove their principal residence for an interstate ambulance invoice: qualifying photographic identification, a bank statement, a Queensland-issued Centrelink card, Queensland electoral-roll registration or a statutory declaration. A child or dependent requires two documents—one from the adult list and another confirming the patient is in the guardian’s care—and the evidence should cover the treatment or transport date. Checked 1 October 2026, Queensland Ambulance Service (QAS) guidance says Queensland residents and their dependents—including dependents who are under 25 and are full-time students at an education institution—are automatically covered for emergency pre-hospital ambulance treatment and transport Australia-wide.
What proof of residence works for an adult?
An adult must provide a copy of one of the following documents listed by QAS.
| Accepted evidence | What it must show |
|---|---|
| Current photographic identification | The current principal place of residence in Queensland. For a driver’s licence, provide copies of both the front and back. |
| Bank or financial-institution statement | The current principal place of residence and the name of the financial institution. |
| Centrelink Pension Concession Card | It must be current and Queensland-issued. |
| Centrelink Health Care Card | It must be current and Queensland-issued. |
| Electoral-roll registration | Current registration to vote in Queensland. |
| Statutory declaration | Queensland was the patient’s principal place of residence at the time of the ambulance service. |
The documentation should cover the date on which the ambulance treatment or transport was provided.
What extra proof is needed for a child or dependent?
The guardian must provide one document from the adult list above, plus one additional document showing that the child or dependent is in their care.
| Additional evidence for a child or dependent | Required detail |
|---|---|
| Medicare card | A current card bearing the child or dependent’s name. |
| Birth certificate | The child or dependent’s birth certificate. |
| Student identification card | A current student ID for the child or dependent. |
| Statutory declaration | It must state that Queensland was the patient’s principal place of residence at the time of the service. |
This means the guardian’s residence document alone is not enough for a child or dependent.
Which documents are not accepted as proof?
QAS expressly excludes several documents that may otherwise appear connected to a Queensland address:
- Telephone or mobile phone accounts
- Electricity accounts
- Rates notices
- Other utility accounts
- Australian passports
- Other correspondence delivered to a Queensland address
These documents are not accepted for interstate ambulance invoice payments. A Queensland mailing address by itself does not establish that Queensland was the patient’s principal place of residence at the time of service.
How should I send the invoice and residency evidence?
If another state or territory ambulance service invoices you—or your child or dependent—for emergency pre-hospital treatment or transport, QAS asks you to forward the invoice with the required proof of Queensland residency.
You can use either option listed by QAS:
| Submission method | Details |
|---|---|
| Post | Interstate Accounts, Queensland Ambulance Service, GPO Box 2477, BRISBANE QLD 4001 |
| qasdebt@ambulance.qld.gov.au |
If the person is eligible, QAS says it will arrange to pay the invoice on their behalf. The published guidance does not state a payment timeframe.
For payment information, call 13 QGOV (13 74 68) within Australia or +61 7 3328 4811 internationally.
Do I need to check my OSHC policy or visa information too?
This guide explains the QAS residency-evidence process only. For private health or OSHC cover, check your policy documents; for visa-related matters, check the Department of Home Affairs page for your visa. This article does not assess policy coverage, visa status or eligibility for payment.

FAQ
Does an Australian passport count as proof of Queensland residence?
No. QAS specifically states that Australian passports are not accepted as residency evidence for interstate ambulance invoice payments.
Can I use a utility bill or phone account showing a Queensland address?
No. Electricity accounts, rates notices, other utility accounts, and telephone or mobile phone accounts are not accepted.
Is one document enough for a child or dependent?
No. The guardian must provide one document from the adult list and one additional document confirming that the child or dependent is in their care.
Is having a current Queensland mailing address enough?
No. The evidence must establish that Queensland was the patient’s principal place of residence at the time of service, and the documentation should cover the treatment or transport date.
Will sending the invoice and documents guarantee payment?
No. QAS says it will arrange to pay the invoice if the person is eligible. Eligibility remains subject to that assessment.
